AI factories are data centers built around training and inference throughput, not generic cloud capacity.

An AI factory data center is a facility designed to produce compute output at industrial scale. The term is useful because it describes a real shift in development requirements. These projects are not standard enterprise data centers with more GPUs. They are power-dense, cooling-intensive, network-sensitive facilities where the business case depends on how quickly capital can be converted into usable AI capacity.

The capital signal is already clear. Reuters reported in April 2026 that an investor group including BlackRock, Microsoft and Nvidia agreed to buy Aligned Data Centers in a deal worth $40 billion. Goldman Sachs has described the AI infrastructure buildout as a multi-trillion-dollar investment cycle. JLL's 2026 Global Data Center Market Outlook forecasts average global construction cost rising to $11.3 million per MW in 2026, before the additional cost premium for AI-optimized halls.

For developers, the point is simple: AI factories are becoming their own asset format. They borrow from hyperscale, colocation and high-performance computing, but the development checklist is different.

What makes an AI factory different

A conventional cloud data center is built for broad computing needs: storage, enterprise workloads, SaaS, backup, application hosting and general-purpose cloud services. An AI factory is built for model training, fine-tuning, inference or a mix of the three.

That changes four requirements.

First, power density is higher. AI racks can require far more power per rack than legacy enterprise loads. The exact number depends on chip generation, cooling strategy and workload, but the design implication is consistent: electrical distribution, cooling and redundancy need to support dense clusters rather than average cloud load.

Second, cooling is a core site criterion. Air cooling may still work for some inference workloads and lower-density deployments. Large training clusters often push developers toward liquid cooling readiness, warm-water loops, rear-door heat exchangers or direct-to-chip systems. The mechanical strategy is no longer a late design optimization. It shapes water demand, floor loading, equipment procurement and permitting.

Third, network architecture matters more. AI training clusters need fast internal networking, low-latency connections between compute nodes and reliable external connectivity for data movement. Fiber availability remains important, but internal fabric, redundancy and routing become part of the real estate decision.

Fourth, schedule has higher option value. AI infrastructure demand is moving faster than most development timelines. A facility delivered 12 months late may miss a hardware cycle, tenant window or capital market assumption.

Site criteria for AI factory development

Power deliverability above headline capacity

AI factories are power-first projects. A site with a 500 MW concept plan is not useful if only 50 MW can be delivered in the relevant window. Developers need to assess utility capacity, transmission constraints, substation scope, interconnection queue exposure, backup generation requirements and phased energization.

Behind-the-meter power can help in some cases, but it is not a shortcut. Gas turbines, fuel cells, solar, storage and hybrid systems each create permitting, emissions, reliability and cost questions. The right question is not whether a site has power on paper. It is when firm capacity can be delivered and at what risk.

Cooling path and water exposure

AI factory cooling strategy needs to be tested before land commitment. Water availability, discharge rules, cooling tower visibility, drought exposure and community sentiment can all affect schedule. In water-constrained markets, air-assisted or closed-loop liquid systems may become more attractive, but they can increase capex and equipment complexity.

The site must support the selected cooling path physically and politically.

Large, expandable parcels

AI factories often need room for phased halls, on-site substations, generators, fuel infrastructure, cooling equipment, laydown and security setbacks. A tight parcel with nominal zoning approval may still fail once the full electrical and mechanical footprint is drawn.

Expansion rights matter because the tenant's compute demand may grow faster than the first phase. Developers should underwrite optionality, not just Phase 1 yield.

Procurement visibility

Electrical and cooling equipment lead times are now development risk. Transformers, switchgear, generators, chillers and liquid cooling components can determine whether the facility delivers on time. AI factory projects need procurement strategy before final design, not after.

Where AI helps developers

AI helps most in predevelopment and coordination.

It can screen markets for power, fiber, water, zoning, incentives and environmental constraints. It can extract risk language from utility documents, summarize equipment lead-time exposure, compare cooling scenarios and maintain a live view of permitting milestones. It can also help model capex sensitivity across rack density, redundancy level, PUE, cooling architecture and phased ramp.

For Build's institutional clients, this is where agentic AI is practical. The system does not replace engineers, utility specialists or developers. It keeps the analytical work moving across hundreds of variables before a team commits millions of dollars to due diligence.

What still needs human judgment

AI factory development still depends on human decisions that models cannot make.

A developer must decide whether to pay for a more resilient power architecture, whether to accept water-related entitlement risk, whether to pursue a market with weaker near-term power but stronger long-term expansion and whether a tenant's technical requirements justify the capex premium.

The model can show the tradeoff. It cannot own the risk.

The underwriting implication

AI factories change underwriting because they compress the margin for generic assumptions. A standard data center model may treat cost per MW, PUE, utility delivery and lease-up timing as adjustable inputs. In an AI factory, those inputs are tightly linked. Higher density changes cooling. Cooling changes water and capex. Power delivery changes phasing. Phasing changes revenue timing. Revenue timing changes land value.

That is why the best development teams are treating AI factory projects as integrated infrastructure workflows, not ordinary data center deals with AI branding.
