Not all AI is the same. Orchestration is what separates a chatbot from a system that can do real development work.

Most real estate professionals who have used AI have used a chatbot. They asked a question and got a paragraph. That is a single-turn completion. It is useful. It is not an agent.

What institutional development teams are starting to deploy -- and what separates serious AI platforms from chat interfaces -- is orchestration: systems that break complex, multi-step workflows into sequences of actions, execute them autonomously or semi-autonomously, and return meaningful outputs.

What Orchestration Actually Means

An orchestrator coordinates multiple AI calls, tool uses, and decision points to complete a task that can't be done in a single prompt.

A practical example: a developer asks for a preliminary market study on a potential data center site in Columbus, Ohio. A single-turn LLM call returns a generic paragraph. An orchestrated agent:

  1. Identifies the relevant data inputs: power availability, fiber connectivity, land pricing, permitting jurisdiction, competing supply pipeline

  2. Executes separate retrieval steps for each -- querying structured databases, pulling utility IRP documents, checking substation proximity records

  3. Synthesizes inputs into a structured output with sourcing

  4. Flags where data quality is low or gaps need human confirmation

  5. Returns a formatted brief ready for team review

The same task that a junior analyst might spend two to three days on completes in minutes. The quality depends on the underlying data sources and the orchestration logic -- not the LLM alone.

The Architecture: Tools, Memory, and Planning

Three components determine how capable an orchestrated system is.

Tool use. An agent with no tools can only work with what's in the prompt context. An agent with tools can query databases, call APIs, parse documents, run calculations, and write to external systems. The tool set defines the ceiling on what the system can actually do.

Memory. Short-term context -- what's in the current conversation window -- isn't enough for complex development workflows. Effective orchestration systems maintain project-level memory: previous analyses, agreed assumptions, document repositories. A site screened two months ago shouldn't require a full re-analysis because the context wasn't saved.

Planning. The most capable systems can decompose a high-level goal into subtasks, execute them in sequence, handle failures (retrying, flagging, or routing to a human), and adapt the plan if intermediate results change the path. This is where most commercially available tools still fall short in 2026. Single-step agentic capability is mature. Multi-step planning with graceful recovery is not.

Where Orchestration Is Deployed Today

Site screening at scale. The highest-value current deployment. A development team provides site criteria; the orchestrated system pulls parcels from county assessor data, layers on power proximity, zoning, flooding, and environmental overlays, and returns a shortlist with a score per site. What used to be a manual GIS exercise runs overnight across an entire target geography.

Due diligence document processing. An orchestrated pipeline ingests a due diligence package -- title report, Phase I environmental, survey, utility letters, entitlement status -- extracts structured data from each document type, cross-references for consistency (do the survey boundaries match the title legal description?), and flags exceptions. The output is a due diligence summary with risk items highlighted.

Investment committee prep. Market data retrieval, financial model updates, risk section drafting, and document assembly can all be orchestrated as a sequential workflow, triggered automatically when a deal moves to IC stage in the CRM.

Permit tracking. Orchestrated systems can monitor permit status across multiple jurisdictions, surface updates when review milestones are hit or missed, and alert project teams when delays exceed thresholds -- without anyone manually checking portals.

Honest Limitations

Hallucination in structured analysis. LLMs still confabulate when data is thin. Orchestration helps by grounding the system in retrieved data rather than generated text -- but analysis that relies on low-quality inputs still requires human review before decisions are made.

Multi-project context contamination. Managing memory and state across dozens of active projects without one project's assumptions bleeding into another's analysis is an unsolved engineering problem for most platforms in 2026.

Long-horizon persistence. For tasks that span days or weeks -- tracking a permit through a 90-day review cycle, monitoring an interconnection study -- orchestration requires persistence infrastructure that most development teams haven't built yet.

What to Evaluate Before Deploying

The right question isn't "does this platform use agents?" Every vendor says yes. The right questions:

  • What tools does the agent have access to, and are they specific to your data sources?

  • How does it handle errors and uncertainty -- does it surface its confidence level or just return an answer?

  • Can it maintain context across projects and sessions without contamination?

  • Does it route to humans when confidence is low, or does it fill in gaps silently?

Orchestrated AI for development workflows is past the proof-of-concept stage. The gap is between teams who understand what they're evaluating and teams who buy a chatbot and call it an agent.
