Where to start, how to sequence, and what to measure when deploying AI across a development team.

Most AI implementations in CRE development fail quietly. Not because the technology does not work, but because teams start in the wrong place, measure the wrong things, or try to automate a workflow that was never well-defined to begin with. Here is what implementation looks like when it goes well.

Start with the Highest-Volume Repetitive Work

The first decision is where to begin. The answer is not where AI sounds most impressive. It is where your team has the highest volume of repetitive, structured analytical work.

For most institutional development teams, that is one of four places:

  • Market data assembly for pipeline sites

  • Due diligence document review (PSAs, title reports, Phase I reports)

  • Permit status tracking across a multi-project portfolio

  • Financial model population from deal inputs

These are not glamorous starting points. They are effective ones. Each involves large volumes of structured or semi-structured data, clear outputs, and tolerable consequences for errors caught in review. They are also where implementation time is shortest and ROI is fastest.

The temptation is to start with the most complex workflow, sophisticated scenario modeling or AI-driven entitlement strategy. That approach stalls. Start simple, prove the output, expand.

Data Readiness Before Model Selection

Most teams start by evaluating AI tools. The right sequence is the opposite: assess your data first.

AI performs poorly on fragmented, inconsistent data. If your deal information lives across email threads, desktop folders and disconnected spreadsheets, deploying an AI agent into that environment will produce unreliable outputs. Spend time before deployment organizing the data the agent will pull from.

For site selection workflows: structured datasets for power availability, zoning, environmental constraints and ownership by market. For document review: a consistent folder structure and file naming convention. For financial modeling: clean, version-controlled assumption sets.

The teams that see the fastest AI ROI are the ones with the cleanest data. This is not coincidental. Data readiness is not a precondition that can be skipped or deferred.

Sequencing Deployment Across a Development Team

Do not try to automate everything simultaneously. The implementation pattern that works is sequential: start with one workflow, prove the output quality, then expand.

Phase 1 (Weeks 1 to 6): Pick one workflow. Define what the output looks like, who reviews it and what constitutes acceptable quality. Run the AI agent against 10 to 20 historical examples and validate outputs against known answers. Establish the human review checkpoint before going live.

Phase 2 (Weeks 7 to 16): Expand to a second workflow. At this point you have learned something about your data quality, your team's review capacity and where the model's blind spots are. Apply those lessons before scaling.

Phase 3 (Months 5 to 12): Connect the workflows. The compounding value of AI in development comes from agents that pass outputs between workflows. Site screening output feeds into the due diligence checklist, which feeds into the underwriting assumptions. Building those handoffs is where the real leverage comes from.

Firms that have skipped straight to Phase 3 have mostly had to rewind and start over.

Build vs. Buy

The honest answer in 2026 is: mostly buy, with integration work on top.

Foundation model capabilities from the major providers have matured to the point where most CRE analytical tasks can be handled without custom model training. The build-vs-buy decision is almost never about the model. It is about the workflow layer on top of it.

What you can buy: general-purpose AI platforms, document review tools, financial modeling copilots, site data aggregation layers. What you need to configure or build: the workflow logic, the data connections, the review process and the output format your team actually uses.

Firms that have tried to build proprietary models from scratch have mostly found it slower and more expensive than expected. Firms that have plugged capable agents into well-defined workflows have seen faster payback. The distinction is workflow design, not model sophistication.

What to Measure

Three metrics matter in the first year:

Time saved per workflow. Compare analyst hours before and after AI deployment on the same task. Be precise about which steps changed. This is the clearest ROI signal and the one that builds internal support for expansion.

Output accuracy rate. Define what accuracy means for each workflow before you deploy. For document review, it might be the percentage of flagged provisions that pass human review without correction. For site screening, it might be the correlation between AI shortlist and analyst-selected shortlist. Set a target. Measure against it.

Adoption rate within the team. The most common implementation failure is not technical. It is organizational. If analysts are not using the tool, find out why and fix it before expanding. Adoption is a leading indicator of long-term ROI. Usage data without adoption data tells you nothing useful.

Change Management Is the Hard Part

Deploying AI in a development team is an organizational change as much as a technology change. Analysts who have spent years building market study skills experience the workflow differently when AI drafts the first pass. Some resist. Some adapt. A few see it as leverage and run harder.

The implementations that succeed involve analysts in the design process, not just the deployment. If the person who does due diligence document review every day can tell you what the output should look like and where the model makes mistakes, the implementation will be better for it. If they find out about the AI tool two weeks after it goes live, it will not stick.

Set expectations clearly: AI handles data assembly and extraction. Analyst judgment applies to interpretation, flags and decisions. The quality of analyst judgment is now the binding constraint on output quality. That is not a threat. It is a meaningful upgrade in how the team's expertise is deployed.

What Enterprise Development Teams Get Wrong

The pattern failure at the enterprise level is procurement without deployment. AI tools get purchased, IT configures access, and usage is left to individual initiative. Six months later, adoption is 20% and ROI is unmeasurable.

Enterprise AI deployment requires a workflow owner: a named person responsible for implementation within a specific workflow, accountable for adoption and output quality. Without that, the initiative diffuses across the organization and stalls.

The other common mistake is setting expectations at the tool level rather than the workflow level. "We deployed an AI document review tool" is not an outcome. "Document review time per deal dropped from 12 hours to 3 hours, with no increase in flagged exceptions missed" is an outcome. The difference matters for internal investment decisions and for building the case to expand.

AI in CRE development is not a one-time deployment. It is an ongoing operational capability. The firms treating it that way are the ones getting ahead.
