AI can draft, extract, score, and flag RFP responses. Here is where it genuinely helps and where human judgment stays in the room.

An institutional developer running 50 projects a year processes several hundred RFPs annually. Architectural services, structural engineering, MEP, civil, geotechnical, environmental, general contractor, major subcontractors -- each project triggers 15 to 30 competitive procurement cycles. Most are still managed through email threads and shared drives.

The cost of this inefficiency is not just time. Missed exclusions, inconsistent scope comparisons, and evaluation criteria that drift between reviewers introduce deal risk and cost overruns before construction starts.

AI cannot replace the judgment call that closes a GC selection. It can do everything else.

The Five-Step RFP Workflow

Step 1: Scope Generation

The typical development team drafts RFP scopes from a prior project template, a senior PM's memory, or consultant boilerplate. Scope drift between projects is common -- critical items are included in some RFPs and absent from others, creating contractual gaps that surface during construction.

AI can draft RFP scopes by pulling from a library of prior scopes, project specifications, and contract templates, then flagging items that are typically included but missing from the current draft. For a structural engineering RFP on a concrete-frame mid-rise, an AI can generate a baseline scope in under an hour that covers 90% of what a senior PM would produce. Human review adjusts for site-specific variables.

The library builds over time. Each reviewed and accepted scope refines the baseline for the next project.

Step 2: Distribution and Response Management

AI does not significantly improve the distribution step. Routing RFPs to qualified vendors requires relationship judgment and prequalification assessment. What AI can do: track response status across multiple concurrent RFPs, send reminders, and flag non-responses before deadlines pass -- a coordination task that otherwise lives in a PM's inbox.

Step 3: Response Extraction and Normalization

This is where AI delivers the clearest time savings. Vendor RFP responses are typically unstructured PDF or Word documents -- different formats, different section ordering, different terminology for equivalent scope items.

AI can extract key variables from each response and normalize them into a comparison structure: fee total and breakdown, milestone schedule, staffing plan, key assumptions, exclusions, proposed start date, insurance and bonding levels. A comparison task that takes a project manager two to three hours per vendor pair can be reduced to a 15-minute review of an AI-generated summary.

Extraction accuracy requires human review of edge cases. For exclusions buried in appendices -- one of the most common sources of post-award disputes -- AI catches roughly 85% reliably. The remaining 15% needs human eyes. That is still a significant reduction in review time.

Step 4: Scoring and Shortlisting

Evaluation matrices are standard in institutional procurement, but filling them consistently across reviewers is hard. When a senior PM and a junior associate score the same RFP response, the scores often diverge significantly.

AI can score vendor responses against a predefined rubric (technical approach, fee competitiveness, schedule realism, staffing seniority, relevant project experience) and produce a ranked shortlist with supporting citations from each response.

This does not make the decision. A vendor with strong financials, a trusted PM relationship, and highly relevant project history may rank differently in a human judgment layer than in an AI rubric. The AI output is a structured starting point, not a signing recommendation.

Step 5: Anomaly Flagging

Pricing outliers, scope gaps, and contradictory assumptions are all detectable at the extraction layer. AI can systematically flag:

  • Fee proposals 30%+ above or below the group mean

  • Scope exclusions present in one response but absent from others

  • Staffing commitments that are inconsistent with the proposed fee

  • Delivery schedules that conflict with the project milestone structure

  • Insurance or bonding levels below the RFP minimum

Human review stays: final selection, reference checks, subcontractor relationship conversations, and negotiation on contract terms.

What Consistently Trips Teams Up

Scope drift across projects. Without a maintained baseline, RFP scopes evolve project by project. When something goes wrong in construction, the absence of a scope item becomes a dispute over who bears the cost. AI-generated baselines, reviewed by a senior PM, reduce drift and create a defensible record.

Front-loaded fee structures. GCs sometimes front-load payment schedules to improve their own cash flow at the developer's expense. AI flagging of schedule-of-values misalignment at the RFP stage -- before a contract is executed -- is a direct risk mitigation step that saves negotiation time later.

Inconsistent evaluation. Different reviewers score different things. An AI-normalized comparison creates a consistent paper trail and reduces the influence of relationship bias at the shortlisting stage. Relationship context appropriately re-enters at final selection.

Volume management. High-volume development platforms running 30+ concurrent projects cannot give every RFP the same level of senior PM attention. AI triage flags the responses that need careful review and clears the ones that are straightforwardly competitive.

Implementation Pattern That Works

Start with document extraction on incoming responses for one high-frequency procurement category -- architect or civil engineer is a good entry point, because scopes are relatively standardized and the comparison logic is well-defined. Validate AI extraction accuracy against a senior PM's manual review over five to ten responses.

Build the scoring rubric as a structured prompt, aligned with the firm's actual evaluation criteria. Roll to additional procurement categories once confidence is established.

The full implementation -- scope library build, extraction prompt tuning, scoring rubric calibration -- is a two to four week configuration project, not a six-month enterprise deployment.

The Line That Stays Human

Vendor selection in real estate development carries relationship weight that no scoring system captures. A GC who delivered a difficult project on budget has standing that a first-time respondent with a lower fee does not. An architect whose principal is personally engaged versus one delegating to a junior team -- that difference matters.

AI handles the analytical pre-work. The decision stays with the person who knows the vendors.
